Dr. Lynne Huang joined DCTD in 2019. Prior to working on the CTEP agreement team, she served as Technology Transfer Manager at NCI's Technology Transfer Center (TTC) where she was responsible for handling and managing a variety of technology transfer-related agreements and invention patenting/licensing matters for several NIH institutes.

Dr. Huang primarily takes the lead in negotiating various transactional or collaborative agreements of DCTD to expand research partnership with outside entities for meeting the overall needs of all CTEP clinical programs including NCI Precision Medicine trials, makes recommendations on technology transfer policies, and provides expert guidance and advice for IP rights/data protection and compliance of relevant laws. She also reviews DCTD clinical grantees’ site agreements or supplemental contracts to verify compliance with grant policies and consistency with existing arrangements between NCI and pharmaceutical companies. Dr. Huang works closely with multiple branches within DCTD, NCI extramural clinical network groups, NCI contractors, and NCI pharmaceutical collaborators etc. to ensure that any terms and conditions of MOU/agreements/ contracts reflect programmatic goals and current processes of CTEP and conform to up-to-date NIH/NCI policies. Dr. Huang has bar admission in state of Maryland and is a registered patent practitioner before the United States Patent and Trademark Office (USPTO).
